Operator Qualification & Competency Assessment Program 

The Client specific Operator Qualifications (OQ) program and Competency Assessment Plan (CAP) program are designed to deliver assurance that workers are fully competent to perform all components of the work they perform through a series of evaluations, (Quiz, Abnormal Operating Conditions (AOC), and Checklist (Practical).

The Competency Assessment Program and the Operator Qualifications Program establishes the requirements for evaluating the qualifications of all personnel performing certain operating and maintenance tasks (also referred to as covered tasks) as listed in the OQ/CAP programs. These programs have been adopted to comply with the pipeline safety regulations in CAN/CSA Z662-15 Annex M and N.

The intent of the programs is to ensure no Aecon worker or individual under contract to Aecon will perform a covered task as defined by the client, or Business Unit, unless they meet the requirements of the OQ/CAP Programs.

It is Aecon’s responsibility to:

1) ensure that all personnel performing covered tasks and those individuals responsible for ensuring a qualified workforce meet the applicable requirements of this standard and

2) to maintain adequate records to document these qualifications.

Originally geared towards the Gas & Oil Industry, OQ/CAP expanded its initiative to include Power Services, Telecommunications, and other work types that adopt this program into their business groups.
